​Between the late 1960s and 1981, Sacramento County adopted various Planned Development (PD) (also called Planned Unit Development) ordinances which allowed for greater creativity and flexibility in environmental and site design than what was typically permitted in base zoning districts.

Planned Developments could encompass a singular site dedicated to a few buildings, while some were designed to span an entire community with various uses. As of 2024, forty-seven (47) planned developments are still in effect. The largest PDs in the County are the Rancho Murieta PD and the Rollingwood PD.

Planned Developments as a planning tool in unincorporated Sacramento County have been succeeded by Special Development Permits (SPZ/SPP), Development Agreements, Special Planning Area (SPA) ordinances, Neighborhood Preservation Area (NPA) ordinances, and Master Plans. All of these new tools are better catered to handle developments of varying sizes, differing timelines, and diverse goals in mind.
