On June 11, 2026, the 2024-2025 California State Legislative Zoning Code Update became effective.

As a part of this update, the Table of Uses of the North Highlands Town Center Special Planning Area was amended to strike the “Discount / Thrift Store” use classification. Additionally, Section 504-601.56, which defined “Thrift Store” within the SPA was deleted.
