Welcome to the open beta of the brand new Land Use Regulation Library, which aims to increase the accessibility of adopted land use regulations in unincorporated Sacramento County. The library is currently a work in progress. Daily maintenance is scheduled on weekdays from 7:30AM to 8:00AM and 4:30PM to 5:00PM. The 2026 Interim Zoning Code Guidance has been released, addressing State legislation which came into effect January 1, 2026.

About Specific Plans and Master Plans

One of the primary goals of the General Plan is to promote the efficient use of land in Sacramento County by directing new growth to previously urbanized areas and to strategically planned new growth areas. To do this, County policy encourages the use of master or specific plans to prioritize development opportunities and limits new urban development and the provision of urban services to areas within the Urban Policy Area (UPA). Where development is proposed outside of the UPA, the Board of Supervisors must approve an expansion of the UPA.

In addition to processing new proposals for master planned development in the County, the Master Plans team oversees the implementation of adopted master plans. See below for information on master plan regulations and guidelines and pending and approved master plans in the County.
